NewsPiper is an RSS/ATOM/Web news reader and news/stock ticker in one. It can show news in the usual 3-panes newsreader interface (channels, headlines, news details) and scroll them in the special bar (NewsBar) placed at the top of your screen.

The ticker bars can either be placed at the top or at the bottom of your Windows desktop. The ticker bars can either be displayed on demand (e.g. if a news items are available in a subscribed feed) or can be permanently visible. Because a certain area of the desktop is reserved by the ticker bar, it cannot be hidden or overlapped
